RE: FY 2010 City Council Budget Hearing Schedule

Attached please find the schedule for the Fiscal Year 2010 City Council Budget Hearings. The format for all budget hearings is as follows:

• 5 Minute Financial Overview by OMB (Office of Management & Budget)
• 3 Minute Departmental Overview by Department Heads focusing on FY2010 priorities and goals
• Question & Answer Session with City Council
o All departments will receive written questions
o All departments will provide 18 copies of answers
o All departments will present their presentation in power point

Like last year, all hearings will be held in Council Chambers. Soft time parameters have been provided for each hearing. It is asked that you arrive at the scheduled time for your departmental hearing, yet be flexible to allow for any time overruns.

Your presentations should primarily be directed toward answering the questions. Our goal is to have focused discussion around the financial resources allocated to each department and the planned use thereof.

Council staff will provide a projector, laptop, and screen for the power point presentation; however, it is recommended that you arrive early to coordinate logistics and set up to ensure there are no technical issues.

Oh The Budget

My first read through the 2008 Mayor's Budget was accompanied by a nice relaxing glass of Aligoté. A rare, dry, white Burgundy that I felt was appropriate for the occasion... I was so wrong! I came to find out a glass of Hpnotiq would have been far more fitting.

Hoping beyond hope that the 2 finger pour was what made the budget seem so hilarious at times and depressing at others, I decided to give it another read through. No such luck! It was still a mess surrounded by fluff.

As of now, I am uploading the document so that you all can get a kick out of it as I did. Sharing is caring!

Let My People Know Coalition is a collective of residents striving to make Wilmington, DE a better place to live.

Delaware, especially Northern Delaware, is a transient state. People come, people go, for business or for pleasure, some stay. Either way the life for all the residents, however long or short their stay in Delaware, should be a positive experience.

The truth is that Wilmington's median income is $30,000 (half the population lives on less then $30,000 and half on more then that), we are corporate friendly city but we are horrible with small business, the infant mortality in the state is ranked 46th out of 50 states, the primary education system is under performing even by the NCLB standards, the crime is rampant, and the financial management of a city that supposed to be a financial hub, even with it's high taxes leaves much to be desired.
